Handan City: The composite insulation board system is strictly prohibited from being used as a substitute for external templates, and thin plastering is banned.
For all newly constructed and renovated (expanded) civil building projects in Handan City, the external wall insulation projects should prioritize the use of building materials that have obtained green building material certification and technologies (products) that have obtained integrated certification for building insulation structures. The use of cast-in-place concrete internal insulation systems is encouraged, while the use of thin plaster external insulation systems as the main insulation system (except for masonry structures) is prohibited, in order to comprehensively improve the quality and safety standards of external wall insulation projects!
Housing and Urban-Rural Development Bureaus of various counties (cities, districts), Urban Planning and Construction Bureau of Jinan New District, Construction Bureau of Economic and Technological Development Zone, and all construction (development), construction, supervision, design, and drawing review units:
In order to further strengthen the quality of external wall insulation projects for civil buildings in our city, and to reinforce the implementation of the "Notice on Unified Technical Measures for External Wall Insulation Projects of Civil Buildings in Hebei Province" (Jijian Quality Safety [2021] No. 4), eliminate fire safety hazards in external wall insulation projects of civil buildings, and effectively ensure the safety of people's lives and property, the following opinions are proposed based on the actual situation of our city. Please implement them seriously.
1. For all newly constructed and renovated (expanded) civil building projects in the city, the external wall insulation projects should prioritize the use of building materials that have obtained green building material certification and technologies (products) that have obtained integrated certification for building insulation structures. The use of cast-in-place concrete internal insulation systems is encouraged, while the use of thin plaster external insulation systems as the main insulation system (except for masonry structures) is prohibited, in order to comprehensively improve the quality and safety standards of external wall insulation projects.
2. Insulation material production enterprises shall be fully responsible for the quality and safety of their products, and shall not substitute inferior products for good ones. They shall not authorize subcontractors that do not meet safety, quality, environmental protection, and other certification system requirements to produce related products. Before insulation materials enter the project construction site, they must provide product qualification certificates, factory quality inspection reports, fire resistance and durability certification documents. All inspection reports and certification documents must be from sampling tests and all indicators must be from the same batch of materials.
3. When selecting large mold cast-in-place concrete insulation board systems and composite insulation board systems for construction, regular molds should be set up, and the use of external molds as substitutes is strictly prohibited to ensure the quality of construction. Composite insulation boards must be strictly designed and processed according to construction drawings and actual site conditions before leaving the factory, and must be wrapped on all six sides as required. Cutting on site is strictly prohibited. The promoted external wall insulation technology should have cast-in-place reinforced concrete cantilever slabs on each floor of the main building, with thermal insulation measures at the ends.
4. For projects that have not yet obtained construction permits, design units and construction drawing review institutions must strictly implement the requirements of the "Notice on Unified Technical Measures for External Wall Insulation Projects of Civil Buildings in Hebei Province" (Jijian Quality Safety [2021] No. 4); for ongoing projects that have obtained construction permits, the construction units must fulfill their main responsibility for project quality and safety, conduct inspections according to requirements, rectify issues in a timely manner, and ensure project quality.
5. Housing and urban-rural development authorities in various regions must strengthen the quality supervision of external wall insulation projects, increase the intensity of material sampling inspections, strictly implement the "Unified Technical Measures for External Wall Insulation Projects of Civil Buildings in Hebei Province", and investigate and deal with illegal and irregular behaviors and responsible units according to law.
This "Notice" will be implemented from July 1, 2021.
