Announcement of Environmental Protection Acceptance for Completed Construction Projects
Henan Dejali Technology Development Co., Ltd. started the construction of a project for the production of 3 million square meters of wall coating insulation integrated panels in January 2012. It entered trial operation in December 2014 and is currently in the acceptance stage. To achieve public participation, the environmental impact of the project construction is hereby announced to neighboring enterprises and surrounding communities as follows:
I. Basic Information of the Project
The project is located east of Second Avenue and south of Jingnan Fifth Road in the Zhengzhou Economic and Technological Development Zone. The project leases existing workshops in the modern precision chemical (Zhengzhou) Co., Ltd. factory area, covering an area of 7,335 square meters, with an annual production capacity of 3 million square meters of wall coating insulation integrated panels. The main structure is a two-story reinforced concrete frame. The main functional areas include the production area and material storage area, with supporting facilities relying on modern precision chemical (Zhengzhou) Co., Ltd. The total investment of the project is 28 million yuan. It entered trial production in December 2014.
II. Environmental Protection Implementation
1. Environmental Management
In accordance with national laws and regulations on environmental protection, the project has conducted an environmental impact assessment, fulfilled the environmental impact approval procedures for construction projects, and the corresponding environmental protection facilities have been constructed according to design requirements and are in use. The main factory building is an existing workshop leased from modern precision chemical (Zhengzhou) Co., Ltd. The environmental protection approval procedures and environmental protection archives of the project are complete, and an environmental management system has been established. The environmental protection of the project basically meets the requirements.
2. Main Pollution Prevention and Ecological Environment Protection Measures
A. Air Pollution Control Measures:
Dust from the heavy sand machine and primer sanding machine: After dust removal by a pulse bag dust collector (one set), it is discharged at high altitude; paint mist generated during the spraying process of real stone paint: the mist is sucked into the pipeline by a fan and discharged into a circulating water pool for purification treatment. The purified waste gas is discharged at high altitude through the exhaust pipe; dust generated during the cutting process: there is no cutting process, so no environmental protection measures are needed for this process.
B. Wastewater Treatment Measures:
Domestic sewage relies on a septic tank (one 50㎡) in the leased factory area, and the treated wastewater is discharged into the sewage treatment plant through the municipal sewage pipeline.
C. Solid Waste Treatment Measures:
Domestic waste: uniformly collected and disposed of by sanitation departments; dust collected by dust collectors: concentrated collection and sold externally; real stone paint: recycled.
D. Noise Control Measures:
All equipment is placed indoors, with measures such as foundation vibration reduction, lubrication, and sound insulation.
III. Monitoring Results
1. Heavy sand machine and primer sanding machine process: The concentration range after purification for #1 is between 10mg/m³ and 12mg/m³, with a discharge rate of 0.06kg/h; for #2, the concentration range is between 7mg/m³ and 9mg/m³, with a discharge rate between 0.04kg/h and 0.5kg/h.
2. The concentration range after purification for the real stone paint process is between 15mg/m³ and 30mg/m³, with a discharge rate between 0.09kg/h and 0.19kg/h.
3. Noise: The daytime noise monitoring results at the factory boundary comply with the "Environmental Noise Emission Standards for Industrial Enterprises" (GB12348-2008) Class 1 standard limit (daytime ≦ 55dB(A)).
IV. On-Site Inspection Conclusion
The on-site inspection found that the project has implemented the environmental impact assessment system and the "three simultaneous" system. The environmental management system is basically established, and the requirements of the environmental assessment report and approval documents have been implemented in design, construction, and operation. The environmental protection approval procedures and environmental protection archives are complete, and the pollution control and environmental risk prevention facilities have been implemented according to the requirements of the environmental assessment and approval. The facilities are operating normally, and pollutants are discharged in compliance with standards.
